Mexico black beans opening quota attracts Argentine producers

Mexico established in 2017 a quota for all WTO countries. It enables it on a fixed date every year. It allows importing a total volume of 100,000 metric tons of black and white dry beans, through a quota in which it will apply tariff 0.
Through direct allocation to importers, the Mexican government administers these imports and assigns the countries.
Salta's province (one of the main Argentine bean producers) exports to the world in the last five years have had as main destinations Brazil, Venezuela, Algeria, Spain, Italy, and Turkey. Only a few black bean exports were made to Mexico, but the majority of that market continues to be served by the United States, which covers most of the 0 tariff quota.
