Mexican Ministry of Economy not issuing the Certificates of Origin

According to the EU-Mexico FTA and EFTA-Mexico, EU importers of Mexican Mango need to receive the Mexican Certificate of Origin (or any Declaration of Origin) to apply for tariff preferences FTA. However, the Mexican Ministry of Economy is currently not issuing Certificates of Origin such as EUR1 due to Covid-19 contingency measures. In this case, EU and EFTA importers would be able to apply for tariff preferences by receiving a Declaration of Origin stated at the footer of the Exporter's Commercial Invoice; the only requirement for the Mexican exporter to make such a declaration within the invoice is to be registered as an authorized exporter. However, this has recently discouraged many Mexican growers from exporting to the EU because of its time to complete this procedure. It has also reduced the EU's buyers array of suppliers.
