Two weeks ago, the Ministry of Agriculture of Russia proposed to establish a quota for the export of grain crops from February 15 to June 30, 2021, its volume may not exceed 15MMT, and the restrictions will apply to the supply of wheat, rye, barley and corn. In addition, the Ministry proposed to limit the exporters themselves: the share of companies in shipments during this period should not be higher than in July-December 2020.
The largest Russian food producers' associations believe that the quota is not an effective mechanism, which at best only stabilizes prices at historical highs, and at worst will lead to the fact that grain will rise in price again due to the activation of exporters.
In this regard, they turned to the head of government, Mikhail Mishustin, with a request to consider the issue of introducing a duty on grain exports not in addition to the quota, but instead as a more effective measure.
