Too many Class B and C local fishermen who catch fish in shallow waters are feared to be disrupting the country's ocean ecosystem. This is because they often use bulk nets that can catch too many fish in shallow waters at one time. Due to that, and although the government wants to ensure the supply of staple fish is sufficient, the Class B and C fishermen are prohibited to catch fish in shallow sea areas.
