The USA is the biggest market for Colombian Fresh Tilapia, with over 97% of its volume going into this market. And even though there are more than 40 producers in Colombia, only five of them export. Usually, these companies buy products from non-exporters. Sometimes this creates a conflict because it's usual for the exporters to prioritize exports of their products over products from the other producers.
Having this bottleneck, wanting to take advantage of the high exchange rate, and having some "independence" has made some producers keen to look for other commercial models.
