Water shortages due to drought and USA water debt.

The pecan nut producers are currently suffering from water shortages throughout the state of Chihuahua due to lack of rainfalls.
Due to the drought, most farms are relying on dam water for irrigation, but currently there is huge unrest as the federal government intends to divert their dam water to the USA to comply with the 1944 treaty guaranteeing water supplies to US farmers from Mexico.
