The Councillor for Water, Agriculture, Livestock and Fisheries, Sara Rubira, has acknowledged that the voluntary preventive vaccine against bluetongue, which affects sheep and goats, "has not worked" to curb the disease, and has therefore called for a "national coordination" by the Ministry of Agriculture, Fisheries and Food.
