The regulating bodies for Kenya's avocado exports are HCD, AFA, KEPHIS, KENTRADE, KRA, and Port Health Services Kenya.
Prior to registration with AFA Horticultural Crops Directorate (HCD), exporters of fresh produce are required to be registered with an Avocado Exports Association.
Preliminary registrations, licenses & certificates are required.

Below are the approving entities during the export of avocado in Kenya:

  1. Horticulture Crops Development Authority (HCD)
  2. Agriculture & Food Authority (AFA)
  3. Kenya Plant Health Inspectorate Service (KEPHIS) - Entity that issues the phytosanitary certificate required.
  4. Kenya Trade Network Agency (KENTRADE)
  5. Kenya Revenue Authority (KRA)
  6. Port Health Services Kenya

To comply with international requirements, in March 2022, the HCD increased the minimum solid content for export avocados from 20 and 21% for Fuerte and Hass varieties, respectively, to 24%. This new requirement aims to ensure Kenyan avocados competitiveness in the global export market.
