Why was the expensive Ukrainian sunflower imported while the Bulgarian one is in the warehouses?

Of the four cereals that Ukraine has committed to ban for sale in countries affected by uncontrolled imports, Bulgaria is the most affected by sunflower imports.
Not only is the largest production of sunflower in the world based around the Black Sea basin, but also its processing is mainly done in our region. Bulgaria produces an average of about 2 million tons of sunflower annually, and the processing is for 3 million tons of raw material and another 1 million tons of white sunflower. Neither sunflower producers nor processors can be ignored by the Ministry of Agriculture. "Even before the war, Bulgaria bought about 2 million tons of sunflowers from abroad, but since the beginning of the conflict there has been tension between producers and processors of sunflowers," commented Agriculture Minister Kiril Vatev in the program "Agrosvyat" on Darik radio.
