The Russian Grain Union, the Potato Union, the Association of Producers of Planting Material and a number of other industry associations and scientific institutions issued an open letter to President Vladimir Putin regarding a draft government decree on seed import quotas. They consider the adoption of the document inexpedient and counterproductive. The authors of the appeal recall that in October last year, at a meeting on scientific and technical support for the development of the agro-industrial complex, the head of state said that on the horizon of 10 years it is possible to provide farmers with seeds of domestic selection by at least 75%. “This quota and the announced deadlines for achieving it correspond to the scientific, technical and human potential of Russian breeding and seed production and make it possible to ensure the import substitution of seeds without harming the Russian agro-industrial complex,” the letter says.
