W19: Tuna Update

In W19 in the tuna landscape, it was reported that in 2022, 94% of the total value of imports in Germany were processed and canned tuna products. In 2022, Germany expanded its imports of HS16 tuna from sources inside and outside the EU, reaching $460M. However, Egypt saw a 53.4% decline in the amount of prepared or preserved whole or sliced tuna imported in February 2023 compared to February 2022, from $23.423M to $10.909M. The demand for tuna exports from Papua is increasing due to its excellent quality. In September 2022, fresh tuna exports from Biak, Papua, increased from 2.5T to 5.3T. BKIPM staff provides quality assurance to help business actors penetrate the international market. Biak is a strategic area for developing tuna fisheries.

The EU's sustainable fishing funds are being used as leverage to catch large amounts of tuna in the Indian Ocean, leading to overfishing and plastic pollution. 11 IOTC member countries are calling for a 72-day moratorium on the practice and a limit on how many devices can be used. The Global Tuna Cities Sustainability Alliance is a collaboration framework between local governments in Spain to ensure the sustainability of tuna resources through responsible operation and management practices. It was signed by seven cities in Bermeo, including Manta, Victoria, Pago Pago, Concarneau, General Santos, Bermeo, and Majuro. Further, it was reported that International Seafood Sustainability Foundation (ISSF) has issued a position statement for the Indian Ocean Tuna Commission (IOTC) 27th Annual Meeting, calling for stronger conservation measures to protect yellowfin, skipjack, and bigeye tuna stocks, shark, cetacean, and sea turtle populations. It also urges the Commission to modernize its bycatch mitigation and shark management measures.

VASEP indicates that the high inventories and rising inflation in the US have affected domestic consumption, with Vietnamese tuna exports to the US declining by 53% YoY. Only 36 Vietnamese businesses exported tuna to the US, with Mariso Vietnam, Mowi Vietnam, and Dragon Waves being the top companies. The US has a downward trend of importing tuna from Asian countries and increasing purchases from neighboring countries. The Global Tuna Fish Market is expected to reach USD 46.4B by 2028, growing at a CAGR of 2.30%. Bluefin tuna is expected to dominate the canned sub-segment, and Europe is the largest regional segment due to rising demand in developing economies. Government initiatives and support for tuna fishing are likely to generate demand in this region, as well as improvements in aquatic infrastructure.
