The USDA FAS forecasts a slight recovery in feed demand in Russia as the livestock sector recovers from the COVID-19 pandemic's impact. In December 2020, the Russian government introduced an export quota of 17.5m tons of grain for the period February 15 to June 30, 2021, along with export duties, to ensure feed availability and benefit livestock producers. Despite these measures, domestic grain consumption is not expected to increase, and reduced economic prospects are expected to dampen wheat consumption in MY 2021/22. Feed demand is behind a barley consumption forecast level, and corn consumption in Russia is projected to rise to 11.2m MT in MY 2021/22. The government's increased regulation is expected to play a significant role in pricing and overall regulation of the Russian agricultural sector in the future.
