The government wants to stimulate the agro-industrial complex to increase activity on organized exchanges. If a supplier wants to send their grain urgently, they will have to conclude their contract through the commodity exchange. Transportation of grain purchased on the exchange will be carried out by the Russian Railways (RZD) in the third priority queue under the rules of non-discriminatory access (NDA) to infrastructure instead of the current eighth-ninth. This follows from a letter from the transport-curating Deputy Prime Minister Vitaly Savelyev to President Vladimir Putin dated October 7. "Vedomosti" reviewed the document. The bulk of transportation in the third queue consists of cargo transported under separate decrees, orders, and instructions of the head of state.
