From 2021 to 2022, Russia experienced a significant increase in wheat and wheat-rye flour exports, with a 3.5-fold increase in volume and a 3.9-fold increase in cost. The majority of these exports were flour, with Georgia and Iraq being the largest importers. This surge in flour exports is attributed to a decrease in wheat exports due to quotas and duties, leading countries to seek alternative food commodities. The union of Grain Exporters believes that the Flour market's growth is limited by insufficient milling capacities and anticipates growth to depend on the commissioning of new processing facilities. Progress Agro is planning to expand its flour milling capacity and expects to export 30 thousand tons of flour to China, the Middle East, Southeast Asia, and Africa in two years.
