Natural disasters at the end of 2024 and 2025 continued to cause significant losses to people and the economy. Despite being considered the most effective tool for protecting against natural risks, insurance is still not chosen by many households. This raises questions about the position and role of insurance in the effort to mitigate the consequences of floods and storms, especially in the rural agricultural sector, where farmers are most severely affected. According to the National Steering Committee for Disaster Prevention, in just ten months of 2025, natural disasters caused 525 deaths and disappearances, damaged over twenty-six thousand homes, and submerged hundreds of thousands of hectares of rice and cash crops.
