The Agroexport Center under Russia's Ministry of Agriculture forecasts that Russia's wheat flour exports to China could reach 200-250 thousand tons, valued at $80-100 million by 2030. This follows a significant increase in exports, from 31 thousand tons in 2022 to 143 thousand tons in 2023, which made Russia the leading supplier until Q2 2023, when Japan surpassed Russia. The market is experiencing a shift towards specialized and niche flours, such as quinoa, amaranth, and lentils, with a growing preference for small packaging sizes. Despite the current shift, the majority of flour consumption in China is still in large packages.
