On November 18, the General Administration of Customs issued a notice on the quarantine requirements for the import of Iranian kiwifruit, allowing the import of fresh Iranian kiwifruit that meets the relevant requirements starting from today.
According to statistics from consulting agency Statista, Iran produced 295,000 tons of kiwifruit in 2023, making it the world's fifth-largest kiwifruit producer. The Iranian agricultural e-commerce website Aria Export stated that the main kiwifruit planting areas in Iran are in the northern part of the country, with orchards covering over 12,000 hectares. Mazandaran Province is Iran's largest kiwifruit-producing region, accounting for over 70% of the national total. The main varieties include the dominant green Hayward, as well as yellow or golden yellow varieties. The kiwifruit harvest season in Iran typically starts in October and lasts until December, with the harvested fruits being stored and exported the following year. Currently, its main export markets are Russia, Central Asia, India, Persian Gulf countries, and Europe, with an annual export volume of approximately 150,000 to 180,000 tons.
The notice shows that the kiwifruit orchards, packaging factories, and cold treatment facilities exporting to China must be audited by Iran and approved and registered by China. The quarantine pests of concern to China include the Mediterranean fruit fly, grape berry moth, fig wax scale, Pseudomonas syringae pv. actinidiae, and Pseudomonas syringae pv. syringae.
Kiwifruit orchards exporting to China should establish a complete quality management and traceability system under Iranian supervision, implement good agricultural practices (GAP) or conduct plant quarantine management, maintain orchard hygiene conditions, and implement integrated pest management (IPM). Iran should develop a management plan for the quarantine pests of concern to China in accordance with the requirements of International Plant Protection Convention (ISPM) No. 6, and organize orchard monitoring.
The processing, packaging, storage, and shipment processes of kiwifruit exported to China should be conducted under the quarantine supervision of Iran or its authorized officials. Packaging and cold storage facilities should maintain good sanitary conditions and should have functions to prevent re-infestation by pests (such as insect nets). During the packaging process, kiwifruit must be washed, brushed, disinfected, sorted, and graded, removing defective fruits to ensure they are free from insects, mites, rotten fruits, and branches, leaves, and soil.
Kiwifruit exported to China should undergo cold treatment measures against the Mediterranean fruit fly. The cold treatment should be supervised by Iran or its authorized personnel, and the cold treatment index requirements should meet the criteria of being at 1.11°C or below for 14 days or more; or at 1.67°C or below for 16 days or more; or at 2.22°C or below for 18 days or more. The temperatures mentioned above for the cold treatment requirements are the temperatures of the fruit flesh.
