This regulation is stipulated in the Decision of the Head of the National Food Agency (NFA) Number 299 of 2025. The rule was issued because the retail price of rice was deemed no longer in line with the development of production and distribution costs. To maintain the stabilization of rice supply and prices, the government deemed it necessary to evaluate the HET.
