Concerns are being raised about the absence of a control tower for the development of the domestic seed industry. The size of the domestic seed market is estimated to be 870 billion won as of 2022, which is less than 1% of the global seed market size. Particularly, as of 2020, about 90% of domestic seed companies are small businesses with annual sales of less than 500 million won. This indicates that the domestic seed industry is on a small scale. In response, the seed industry is proposing the establishment of a so-called Seed Industry Development Committee, which would involve the government, companies, academia, associations, agricultural cooperatives, and the private sector.
