On October 10, a symposium on the high-quality development of offshore fisheries was held in Beijing. The meeting deeply studied and implemented the spirit of the important speech by General Secretary Xi Jinping at the Sixth Meeting of the Central Financial and Economic Affairs Commission, earnestly implementing the decisions and arrangements of the Central Committee of the Party and the State Council, comprehensively sorting out the development situation of offshore fisheries, analyzing and judging the current situation, tasks, and outstanding issues, and deploying and promoting key work for the development of modern offshore fisheries. Zhang Zhili, a member of the party group and vice minister of the Ministry of Agriculture and Rural Affairs, attended the meeting and delivered a speech.
The meeting pointed out that it is necessary to focus on the development of modern offshore fishing, systematically plan the high-quality development of offshore fisheries during the "15th Five-Year Plan" period, continuously optimize the layout, structure, and scale, explore the establishment of an industrial system that matches the regional carrying capacity; strengthen policy research support, improve the management system and mechanism; press the main responsibility of offshore fishery enterprises, improve internal management levels and safety production capabilities, enhance the quality of personnel, and promote compliant operations of fishing vessels. It is necessary to focus on deeply participating in global ocean governance, continuously improve the level of international compliance, carry out mutually beneficial and win-win cooperation through multiple channels and levels, and demonstrate the responsibility of a major fishing country. It is necessary to focus on strengthening global marine scientific research and investigation, increase the intensity of fishery resource investigation and the comprehensive use of results, and promote the sustainable use of resources.
Representatives from the Fisheries Management Bureau and the Fishery Law Enforcement Guarantee Center of the Ministry of Agriculture and Rural Affairs, the China Offshore Fisheries Association, Shanghai Ocean University, and the Yellow Sea Fisheries Research Institute and East China Sea Fisheries Research Institute of the Chinese Academy of Fishery Sciences made speeches.
