The city held a signing ceremony in the conference room of the Ninh Bình Provincial Government Office last month, where it pledged to expand personnel exchanges and establish a mutually beneficial cooperation framework between the two regions. This agreement is the first initiative since the Vietnamese government's organizational restructuring, which transferred the functions of the Ninh Bình Labor, Invalids, and Social Affairs Department to the Ministry of Home Affairs, to dispatch foreign workers.
