In response to a soil drought, the Kalmykia authorities have implemented a regional emergency regime to support approximately 2,000 agricultural producers who were given subsidies for livestock farming this spring. These farmers, who face challenges such as insufficient grazing pastures and roughage for the winter, have been exempted from various sanctions due to the emergency declaration. These sanctions are imposed for reducing the number of farm animals unreasonably. So far, 90% of the necessary roughage has been prepared, with purchases in southern regions continuing. The emergency regime is designed to provide relief to farmers from the obligations of the subsidy agreement, with a commission reviewing each case specifically. This emergency was declared due to the lack of rainfall in Kalmykia, a region dependent on livestock farming for 80% of its agricultural output.
