Purchase of a core herd within the framework of "Development of Small Farms"?

The possibility of financing the purchase of a core herd by small farms under the aid dedicated to their development is being proposed by the agricultural self-government. How does it justify this? The application regarding the amendment of the guidelines/regulations of the "Development of Small Farms" intervention within the Strategic Plan for the Common Agricultural Policy for the years 2023-2027 - authored by the Management Board of the National Council of Agricultural Chambers (KRIR) - dates from October 9. The postulate contained therein, addressed to the Minister of Agriculture, Stefan Krajewski, concerns the purchase of a core herd (breeding material) being recognized as a qualifying cost - following previous possibilities in a similar action.
