In 2023, the Spanish government temporarily exempted VAT for basic foodstuffs, including fruits and vegetables, due to high inflation in the previous year. This preferential rate was set to be maintained despite falling inflation rates. However, the government announced plans to increase the sales tax rate for these items gradually, starting from 2% in October and 4% in January, while the standard VAT rate remains 21%. A survey by Facua-Consumidores en Acción showed significant price increases for certain fruits like strawberries and oranges across eight large food chains between May and June. Although some prices remained stable, others like white seedless grapes, carrots, sliced mushrooms, red skin potatoes, and garlic saw price decreases compared to the previous year, despite the observed seasonal price increases.
