The shrinking seed industry needs the cooperation of the public, government, and academia to regain its vitality, but there is a lack of a central axis to coordinate this, according to critics. Currently, the government operates the Agricultural and Forestry Seed Committee and the Fisheries Seed Committee in accordance with the 'Plant New Varieties Protection Act.' Among these, the Agricultural and Forestry Seed Committee is an advisory committee under the Ministry of Agriculture, Forestry and Fisheries, with its main functions being the 'advice on the protection of variety rights and the disposal of national variety rights,' the 'review of the establishment of ordinary implementation rights,' and the 'protection of variety rights infringement.'
