In W25 in the oats landscape, in Wisconsin in the US, 95% of oats have emerged, with 44% headed, ahead of the average by six days. However, crop conditions are worsening due to the lack of rain. Minnesota crops are also facing drought stress, with more than half of the spring wheat, barley, and oat crops at or beyond the jointing stage. Crop conditions range from 58-67% good to excellent. South Dakota is witnessing declining crop condition ratings for small grain crops, with oats and spring wheat production expected to be half of the usual crop in many areas. In Pennsylvania, farmers are finally receiving much-needed precipitation after three weeks of dry forecasts, helping their crops survive and alleviating drought stress. In 2023, some of the oats' top leaves have turned yellowish due to a combination of yellow dwarf virus and drought stress.

The Ministry of Agrarian Policy and Food announced the completion of the 2023 sowing campaign in Ukraine, with spring grains and pulses exceeding the forecast by 4% to 5.67 million hectares. The area under oats is also 2% higher than expected at 150.1 thousand hectares but dropped 5.8% YoY. In Russia's Irkutsk region, 85% of the planned area has been sown with spring crops, including oats, covering almost 65 thousand hectares. Lastly, in Brazil, the sowing of white oats has been compromised due to excess moisture caused by persistent rains. However, some crops that previously showed signs of water stress have managed to recover. The estimated cultivation area for white oats in Brazil this season is 365,081 hectares, with a projected productivity of 2,340 kg/ha. In the administrative region of Emater/RS of Ijuí, the development of white oats is favorable, with excellent germination and initial establishment.
