The national government is preparing to once again violate what is established by the "Forest Law" by providing an amount of environmental subsidies far below what is required. This irregularity has been recurring since the first year of the law's enactment. Law 26.331 or the "Forest Law" – which began to be effectively enforced in 2010 – provides for the creation of a Fund for the Conservation of Native Forests, whose purpose is to compensate the provinces and landowners who, due to the territorial zoning established in each jurisdiction, cannot put the territory in question into production. This fund – as determined by the Forest Law – must be made up of annual installments that "shall not be less than 0.3% of the National Budget" and "2.0% of the total of the withholdings on exports of primary and secondary products from agriculture, livestock, and the forestry sector corresponding to the previous year of the fiscal year under consideration."
