The Canned Sardines Association of the Philippines (CSAP) has raised concerns about the legal basis of the Suggested Retail Price (SRP) on basic necessities and prime commodities (BNPCs) issued by the Department of Trade and Industry (DTI), questioning its absence in enabling law. The Price Act, according to CSAP, only suggests the SRP and does not allow price control. The group also highlighted the potential ultra vires nature of the proposed guidelines on SRP's enforcement and criticized the DTI for not monitoring high freight rates and increasing costs for manufacturers selling to supermarkets. CSAP is advocating for an amendment to the Price Act and believes that the DTI cannot issue a Department Administrative Order without supporting legislation.
