The Competition Commission of South Africa has released a preliminary report from a 14-month investigation into the fresh produce market, highlighting several issues that may be stifling competition. The report, which includes findings on the market's structure, pricing, and the participation of smaller and previously disadvantaged players, points out challenges such as the condition of municipal markets, unfair seed price structures, high market agent commissions, and territorial clauses in distribution agreements. It proposes 29 recommendations to address these issues, including the need for a national umbrella body to manage markets and the removal of territorial clauses. The report has received support from industry leaders, although concerns have been raised about the leadership's capacity to implement the proposals. The report also brings attention to specific issues like high profit margins on seed, limited access to seed potatoes, and the financial challenges of the Agricultural Research Council, calling for action from the Department of Agriculture and related institutions.
