A study by Wageningen University and Research, funded by the European Potato Processors' Association (EUPPA), has found that the Common Agricultural Policy (CAP) has never provided income support to growers of ware potatoes, even during the coronavirus pandemic. The research also confirmed no market distortion in the frozen potato product (FPP) sector. Only Belgium and the Netherlands have implemented corona-related measures to support potato growers and processors, which did not impact market prices. The CAP has never included ware potatoes in its support system, and current aid is decoupled from production. The study concluded that European potato processors, which were not included in the temporary corona support for the potato sector, relied on purchasing more expensive potatoes and benefited from general corona support or unemployment schemes to survive the crisis.
