From June 19, 2024, to June 5, 2025, Ukrainian oats will be imported to the EU under a tariff quota from the Deep and Comprehensive Free Trade Area (DCFTA) due to Ukraine exceeding established quotas. An emergency brake mechanism will be activated if imports reach 2,440.56 tons, the average annual imports between July 1, 2021, and December 31, 2023. The quota for oats is 4,000 tons, and since imports in 2024 have exceeded this volume, MFN duties will apply until the end of 2024. The DCFTA quota will be available again from January 1, 2025. Ukraine exported over 7,000 tons of oats to third countries in 2022 and 11.1 thousand tons from July 2023 to May 2024, with exports to various countries including the EU, India, Iraq, Libya, Morocco, South Africa, Switzerland, Turkey, and Vietnam.
