This strategy focuses on crops with the lowest water consumption and highest economic return. It also emphasizes the need to reduce the cultivation of water-intensive crops like rice and sugar cane. The plan includes updating irrigation water guidance every five years, dividing the country into eight regions for water use calculation, and agreeing on transportation and distribution costs of irrigation water. The goal is to redraw the water and agricultural policy to ensure equitable water distribution and optimal use of water resources.
