The European Union imported 2.3 million tons of rice and rice products in 2019, with a turnover of EUR 1.4 billion, while Vietnam exported only 50,220 tons with a turnover of EUR 28.5 million. Due to the EVFTA Agreement, the EU has dedicated a quota of 80,000 tons of rice to Vietnam annually, and will completely liberalize broken rice. The EU will bring the tax rate for rice products to 0% after 3-5 years. To export to the EU, Vietnamese rice and plant-based products must meet EU food safety requirements and have certificates of origin and type. Effective from August 1, 2020, the EU has introduced specific import quotas for each type of rice. The EU has a strict control and warning system at the border, and shipments of rice for preferential tariff treatment must meet certain conditions.
