Kazakhstan's Ministry of Agriculture is contemplating the implementation of export customs duties on certain oilseeds, including soybeans and rapeseed. Despite the domestic demand for rapeseed being high and processing capacity exceeding 1 million tons annually, factories are operating at less than 40% capacity. China, which accounts for 74% of Kazakh rapeseed oil exports, is the primary buyer. The National Association of Oilseed Processors suggests that by processing domestic seeds, Kazakhstan could bolster its position in supplying rapeseed oil to China.
