On December 11, the Government of Paraná regulated Law 22,765/2025, which prohibits the reconstitution of powdered milk and other dairy derivatives of imported origin in the State. The new legislation is the result of the entity's action together with the Legislative Assembly of Paraná (Alep) and the state administration for the approval of the measure. The milk chain is currently experiencing a delicate moment. According to a survey by the Technical Chamber of Conseleite Paraná, in August 2024 many producers received less than R$ 2 per liter, an amount insufficient to cover the production costs, estimated at R$ 2.62. One of the main reasons for this crisis was the increase in imports of powdered milk and cheese, especially from Mercosur countries, in addition to the low purchasing capacity of the Brazilian consumer.
