From 2015 to 2021, the Peruvian Ministry of Production issued 359 fishing permits to foreign vessels, allowing them to catch tuna in Peruvian waters. These vessels paid around $4.59 million for fishing rights. During this period, they landed 112,579.81 tons of tuna, generating significant income for the country. The ownership of these vessels is required to deliver at least 30% of their catch, and those that fail to comply face financial penalties. From 2015 to 2019, the General Administration Office executed letters of guarantee for 4,523.33 tons of tuna that were not delivered by 20 foreign-flagged vessels, totaling up to $160,000. In 2020, 7,150.8 tons of tuna from 33 foreign vessels were verified, with letters of guarantee in place for non-compliance. The Peruvian Navy and the General Directorate of Captaincies and Coast Guard are responsible for enforcing these regulations and protecting the sea within 200 miles of the country.
