The All-Russian Association of Fishery Producers (VARPE) stated that, according to the 2017-2025 plan, Russia originally planned to build 35 such fishing vessels, but as of now, only 4 have been completed. These trawlers, equipped with fishing, fish fillet processing, and fish meal production facilities, are currently a priority development project in Russia. At present, at least 4 vessels of the same type are under construction, but the project implementation faces multiple severe challenges: including equipment shortages, a lack of professional technicians, and chaotic shipyard planning and management. According to VARPE data, within the investment quota framework, Russia currently has 80 fishing vessels under construction, but only 8 of them (10%) can be completed on time and with guaranteed quality, while the remaining projects have all experienced severe delays and budget overruns.
