The Russian Ministry of Agriculture is planning to create a separate register of land for rice cultivation with the goal of increasing rice production to 2 million tons in three years. This initiative is part of a larger action plan to develop rice farming until 2030 and is a necessary step to resume rice exports, which have been banned since 2022 following an accident at a hydroelectric complex. The creation of the land register is expected to improve the management and efficiency of agricultural lands, particularly those with rice irrigation systems. The Ministry is also considering legislative measures to address the fragmentation of rice reclamation lands caused by privatization in the 1990s.
