This move aims to leverage the competitive advantage gained from access to subsidized foreign exchange for food imports, due to the growing gap between the official and real exchange rates. The ministry emphasizes that this Import Licensing system is crucial for identifying disruptive behavior in foreign trade and managing it to support national development.
