The European Commission has proposed a significant increase in the duty on grain imports, specifically wheat and sunflower meal, from Russia and Belarus to 95 €/t. This measure aims to protect the EU market from destabilization, support European farmers, and cut off a key revenue stream for Russia that could potentially finance its war efforts in Ukraine. The proposal comes in response to Russia's substantial grain exports to the EU, which hit 1.54 million tons in 2023, marking the highest level since 2018. With 1.3 billion euros worth of these products exported to the EU in the same year, the EU is now looking to reduce its dependency on Russian agricultural products. The proposal is currently under consideration by the Council of the EU.
