The Ministry of Agriculture of Russia is drafting an order to limit commercial and coastal fishing of arrowtooth halibut, white-haired halibut, and black halibut in the Far Eastern fishery basin for three months from October 1 to December 31, 2021. The restrictions are based on recommendations from the All-Russian Research Institute of Fisheries and Oceanography and environmental concerns about the declining halibut population off the Sea of Okhotsk's coast, as indicated by the World Wildlife Fund. However, the Federal Agency for Fishery disputes these concerns, attributing the decline to natural factors and a lack of productive generations, and questions the inadequate data on halibut stocks and the effectiveness of field research. The total allowable catch of halibut in 2021 is set at 13.7 thousand tons, with an expected decrease of 25-30 percent in 2022.
