Ukraine introduced licenses for the export of soybeans and sunflower oil to 5 EU countries

The Government of Ukraine adopted Resolution No. 1133 dated 31.10.23, which amends Resolution No. 1466 dated 27.12.22 "On approval of lists of goods whose export and import are subject to licensing, and quotas for 2023". The documents already published on the government portal expand the list of goods subject to export to 5 EU countries. If previously only wheat, corn, rape and sunflower seeds were subject to licensing, now barley, a mixture of wheat and rye (meslin), oats, soybeans, as well as sunflower, soybean and rapeseed oils and cake are included in the list. The document stipulates that applications for obtaining licenses for the export of the goods listed in the decree will be considered in accordance with the procedure established by the Ministry of Economy, provided that the applicant-exporter additionally provides a valid VAT payer's certificate and a certificate of opening a bank account by a non-resident (buyer of goods).
