Ukraine to switch to electronic phytosanitary certificates for exports to the EU

According to Article 46 of the Law of Ukraine “On Plant Quarantine,” original phytosanitary and re-export certificates may be issued by state phytosanitary inspectors in paper form—only if required by the importing country’s phytosanitary measures—or in electronic form in all other cases, including at the applicant’s request. The European Commission has informed that when phytosanitary certificates are transmitted through the ePhyto HUB to the EU’s TRACES NT system, Member States accept only electronic phytosanitary certificates. Therefore, providing paper copies for shipments to the European Union is no longer necessary. Beginning November 2025, the issuance of paper phytosanitary and re-export certificates for consignments destined for EU countries will be discontinued.
