During the 2022 Comprehensive National Inspection, Democratic Party of Korea's Seo Sam-seok criticized the Ministry of Agriculture, Food and Rural Affairs for not implementing measures to prevent circumvented exports, taking advantage of duty-free tariffs under Free Trade Agreements (FTAs), as proven with the surge in mung bean imports from Peru. These imports increased dramatically after tariffs were removed in 2020, with a significant rise in 2021 and 2022, raising suspicions of illegal exports due to the unrealistic production increases in Peru. Seo highlighted the lack of action by the Ministry to protect local farmers and criticized the lack of countermeasures and support for agricultural damage caused by FTAs.
