From June 19, 2024, to June 5, 2025, Ukrainian oats will be imported into the EU under a tariff quota from the Deep and Comprehensive Free Trade Area (DCFTA) due to Ukraine exceeding established quotas. The European Commission has set an emergency braking mechanism for oats, triggered if import volumes reach 2,440.56 tons, the average annual imports recorded between July 1, 2021, and December 31, 2023. The quota for oats is 4,000 tons, and if exceeded, most-favored-nation (MFN) duties will apply until the end of 2024, with the quota available again from January 1, 2025. Ukraine exported over 7,000 tons of oats to third countries in 2022 and 11,100 tons from July 2023 to May 2024, with exports also going to India, Iraq, Libya, Morocco, South Africa, Switzerland, Turkey, and Vietnam.
