In Ukraine, the export of rapeseed has been halted — due to the imperfection of the law with "soy-rapeseed" amendments.

The export of rapeseed from Ukraine has completely halted. A significant portion of traders, anticipating the introduction of export duties, had been purchasing rapeseed exclusively from producers since August. However, on September 4, the customs authority canceled all periodic customs declarations, including those from producers who were supposed to be exempt from paying the duty. The absence of a confirmation mechanism for the customs authority to verify the export of self-grown produce has led to producers being forced to pay a 10% duty until the origin is established. "Due to the unwillingness of farmers to pay the duty and the imperfection of the law regarding the export of rapeseed and soybeans, traders have found themselves hostages of the situation, incurring significant losses from vessel downtime in ports while the business and government attempt to agree on a working mechanism," the report states. ...
