As preparations begin for converting paddy soybeans to a mandatory self-levy system, cooperation from major agricultural corporations, agricultural cooperatives, and local governments in soybean production areas is deemed crucial. However, concerns are being raised that if field soybean farmers, who account for 60% of total soybean production, are excluded from the mandatory self-levy, the effectiveness of supply and price regulation may be questionable. There are also worries that the government is simply shifting its responsibility for soybean supply stability onto the self-levy system. The government and paddy soybean producer organizations have reached a certain level of consensus on the necessity of introducing a mandatory self-levy for paddy soybeans and are accelerating the implementation of the system.
