When a dispassionate historical review of the government of Alberto Fernández and Cristina Kirchner between 2019 and 2023 is made, surely most of the assessments for the agricultural sector will be negative, but the Decree 514/2021 must be highlighted, which enabled the "compatibility" for a person receiving some type of aid from the State through social plans to be able to simultaneously -without losing that benefit- be employed temporarily in some agricultural activity of the so-called zafreras, which require a large amount of labor during harvest times. That decree allowed resolving an important problem in many regional economies, where people did not accept being hired regularly (even if temporarily) because it meant losing state subsidies, whether the Alimentar Card or the "Potenciar Trabajo" program.
