The Russian government has imposed a temporary ban on the export of sugar and pure sucrose solid form products until August 31, 2023, to prevent domestic shortages. However, exports to Eurasian Economic Union (EAEU) countries, including Belarus, Armenia, Kyrgyzstan, and Kazakhstan, are excluded with specific volume limits. The decision aims to maintain the stability of the domestic food market, despite the steady global demand for Russian sugar, which is one of the most affordable food products. The move was influenced by the forecast for domestic production and Russia's needs, yet the country does not face a sugar shortage domestically, as it produced 6.6 million tons of sugar in the last agricultural year, a 10% increase from 2022, with a record harvest of 53.1 million tons of sugar beets.
