A government review, led by the Agroexport center in Russia, forecasts the country's wheat flour export potential at 430 thousand tons per year (valued at $150 million). This is due to the stable demand in markets such as China and neighboring countries. In 2021, Russia exported 261.1 thousand tons of wheat and wheat-rye flour, generating $86.8 million, with soft wheat flour accounting for over 97% of revenues. However, domestic consumption of wheat flour in Russia has decreased by 2.4% to 54.6 kg per person in 2021. The president of the Russian Union of Flour and Cereal Enterprises has pointed out that Russia has the capacity to produce more than 20 million tons of flour per year, but faces challenges in finding export markets due to competition.
